A Message from the Assessor

My staff and I welcome you. Our office is available to assist you in any way possible with the assessment policies and procedures governed by the New York State Real Property Tax Law.

Our Department is responsible for determining and maintaining assessment, property inventory records, ownership interest and maps on approximately 6,500 parcels. There are approximately 200 deeds reviewed yearly by our office. Our staff provides this information to taxpayers, appraisers, bankers, realtors, attorneys and others. There are also various real property tax exemptions available to eligible property owners.

We receive a copy of all building permits issued by the East Greenbush Building Department. Our staff reviews and evaluates each of these permits for either inventory or assessment changes. This process also requires the Assessor to produce a supportable and defensible estimate of value from each permit. This value then becomes the new assessment.

Currently the Town of East Greenbush is undergoing a town-wide reassessment program. The contract was awarded in May of 2006 to GAR Associates, Amherst, NY. The program will be implemented in 2008. While the reassessment program is ongoing, staff from the Department of Assessment is now working on permits and inspections for the 2007 Assessment Roll.

We pride ourselves on providing an open-door policy and friendly service for each and every individual.

In 2005, the Office of Real Property Services made available to municipalities a Grant to give multi levels of information to the public. In doing so, East Greenbush, Sand Lake, and Schodack formed a consortium and filed the grant application with the State. The State awarded the Grant to the Town of East Greenbush and named Susan F. McCarthy, Assessor as the Project Manager for the consortium. The name of our new system is Assessment Information System, which is an ongoing effort to improve the delivery of services to out tax payers and to the general public. It provides a single, easy to use, point of access to almost all information maintained by your Assessor including assessment roll data, tax maps, property photographs, tax rates, exemption amounts, comparable sales and comparable assessments. Assessor’s Responsibilities:

  • Determine and maintain assessments, property inventory cards, and ownership interest.
  • Locate all taxable property in the Town and identify the ownership. Establish a taxable value for all property subject to taxation.
  • Assist taxpayers with completing the following exemption applications forms and determining their eligibility: Seniors, Alternative Veterans, Enhanced Star, Basic Star, Disability, Business
  • Clergy and Agricultural Assessments. The last day to file for any exemption for any given year is March 1. To view the various exemption applications, instructions sheets and commonly asked questions and answers, visit the New York State Office of Real Property Services web site.
  • Defending our assessment roll cases involving the Board of Assessment Review, Small Claims Assessment Hearings and Certiorari Proceedings.

Key Dates Affecting the Assessment Process:

  • Deadline on Exemption Filing – March 1. The last day for filing all exemptions for the current year. Applications may be filed subsequent to March 1, effective for the following year. All exemptions may be obtained from the Department of Assessment in Town Hall, weekdays between 8:30 AM and 4:30 PM. All exemption applications must be filed no later than March 1.
  • Taxable Status Date – March 1. The date property is valued according to ownership and condition each year.
  • Tentative Roll Filed – May 1
  • Grievance Day – 4th Tuesday in May
  • Final Roll Filed – July 1
