Almost - Winter Thoughts 

As I write this by candlelight, with the sound of icy trees crackling, it strikes me that most of the time we are blessed with ease and comfort, and that we are so lucky that the inconveniences created by this weekend's storm have not resulted in tragedy.  For this, we must heartily thank the many individuals and businesses who tried to lessen the impact of Mother Nature in the Great Northeast!  To all who opened your doors to neighbors, friends, and family who had no power, to Bruen Rescue for maintaining a place of shelter for those who could not stay at home, to our dedicated firefighters at the Best-Luther, Clinton Heights, and East Greenbush stations who helped keep us safe, to our police department who, as usual, stepped up their assistance, to the workers of the Public Works Department who tirelessly helped to clear our byways, and to businesses who donated generously when help was needed we send our thanks and great appreciation for all that you have done.  We can only hope that when winter officially comes, it will be a mild one. 

Last week, the East Greenbush Awards were given for the second year since the program was revived after years in hiatus.  Lauren and Abby in the Community Services Department put together a wonderful event with the gracious help of the staff of Melvin Roads Post.  Congratulations to the many volunteers who were honored.  Your time and efforts on behalf of community organizations help to make our town a great place to live. Many thanks for your service.

A few words about town business!  Our budget process is now complete.  Many hours of hard work, attention to the myriad of laws and regulations associated with the process and creative thinking went into the final product.  While no one believes that the budget is a perfect one, we are heartened by the positive feedback we got from the NYS Comptrollers office in an audit that we solicited.  We hoped for, and got, an objective check on our process, not only on the actual budget, but on all aspects of our town's financial health.  Also, we were pleased to earn a satisfactory review from the NYS Department of Environmental Conservation as they evaluated current and proposed projects.  Our work on future possibilities for sharing services with Rensselaer County and neighboring municipalities will continue into the New Year as we strive to update and maintain infrastructure and institutions to provide the most effective and economical services for our residents. 

The holidays are approaching rapidly, and it hardly seems possible that 2009 is upon us.  We recognize that news from around the nation and the world is often stressful and difficult, and the changes and obstacles we all face will not be easily overcome.  However, we at Town Hall continue to feel optimistic about our town and the future of our many projects that  have been delayed, and hope that you can feel the same.

Attention E.G. Business Owners

  The East Greenbush Youth Commission, on behalf of the East Greenbush Department for Community Services, is currently looking for local sponsorship for various events that are provided year round to all town residents.  The Department for Community Services offers numerous programs for local youth, families and seniors, free of charge.  Most of these events are small scale programs, and your sponsorship will help us provide the best possible event.  Some events that currently need sponsors are the Winterfest Chili Contest, Easter Egg Hunt, Fishing Derby, Spotlight on Youth, Music in the Park, Saturday in the Park Festival, Toddler Halloween Party, Holiday Tree Lighting, Holiday Homes Contest and multiple Community Senior programs.  Sponsorship can include a monetary donation to help cover supply costs, donation of gift certificates for contest winners, or simply providing refreshments for event participants.  All sponsors will have their business listed in our 2009 Information Guide, on the Town website and in any newspaper publications and flyers about their sponsored event. 

 We hope you'll consider taking part in one of the many programs we offer to the members of our community.

2009 Day Camp Information

Our day camp has continually been one of the most inexpensive summer camps in the Capital Region. With the current trying economic times, we have had to make serious adjustments in our 2009 budget.  Our department has come under serious scrutiny to be able to make the day camp a self-sufficient program.  The revenues that we take in from registration fees MUST cover the cost of program supplies, staff salaries, fieldtrip fees and most importantly, the cost of busses.  Therefore, it is absolutely necessary to raise our rates for the 2009 day camp, in order to provide the same services without any cost to taxpayers who don't participate the youth programs.  

 The 2009 rate will be $225 per child for a 3 week session.  We will also be setting a 2-week minimum per session to make sure that all available spots are utilized.  Though the increase is significantly higher than we would have liked to make over one year, we feel that $75 per week is still a reasonable rate when most camps are $150 per week and up, with fewer activities and no bussing.  When the cost is broken down, $75 per week ends up being $15 per day, or $2.50 per hour.   This increase will cover all expenses to the program, and will allow us to continue providing weekly field trips, Friday events, and transportation. 

 We completely understand any frustration and concern you may have with this increase.  It is our hope that by making this information available earlier in the new year to let you know of the new registration fees, you will have time to plan accordingly.  The Youth Department is flexible in creating a payment .plan that meets your family's needs.  We hope you will continue to utilize the East Greenbush Day Camp in 2009 and wish you a happy and safe New Year.

Assessors Office Update : The Assessment Information System (AIS)

The Assessment Information System is a tool for taxpayers and the general public to use and was brought to us by a grant secured by the Office of Real Property Taxes.  Since then, two more cities have joined the existing consortium of 3 towns.  As of July 1, 2008 the system has been down to include the 2 other cities.  In addition, we listened to the public’s comments about becoming more user-friendly and therefore, redesigned the entire site. The design is complete and the consortium members have finished their training with the new system and  found some improvements that have been approved and need to be made. Once the final changes are made, the site will be audited by the State and it should be up and running by December 15, 2008.  On behalf of the consortium members, we are sorry for the inconvenience and thank you for your continued patience.

New Star Exemptions Amounts approved

The Department of Assessment is pleased to announce that our Revised Exemption Amounts for the Star Exemptions are as follows:

 

            ENHANCED STAR (SENIORS)        $79,060.00    up from $56,800

 

            BASIC STAR                                       $41,730.00    up from $30,000

 

The new STAR Exemption Amounts will be applied to your 2008 School Tax Bill for this year.
